I'll answer for Region 2 - you can use your Title I or ARP funds for gift cards but should be for fuel only. You can give out hotel vouchers, but that can be limited if need be. I'll let Shannah answer how they do this in Akron.

Amanda - don't talk to them using the word "homeless", go about it using terms like "Losing housing", "in transition", etc. They are more willing to open up if you use those terms. You should code them as homeless if you know for sure in your system and they can receive the MV benefits that school year.
